How to send newsletter to new signups since last one

I've checked around but can't seem to find the answer.  How do  you send your newsletter to those who have signed up since your last one was sent out?

Thank you for reaching out to us! If you click on the name of your sent e-mail, you'll see a button that says "Resend Options" which will let you send to new contacts added to that list since the last time it was sent.
