Looking for someone to create an API on website

I need someone who can create a response flow on the home page of my Wordpress website. Constant Contact says they can only do this via email, which doesn't keep my sign=up'ees captured on my site.  Am I making sense?

Our Cazoomi teams do this in 10-20 hours for most clients and there is also a WP plugin which you can add as well which might do the trick.
