Our company would like to run a Forward to a Friend promotion, whereby we will give free prizes to any current member on our list, who gets 5 more people to opt-in.
Constant Contact can't track the forwarding. We'll need to know who actually forwarded the email and whether or not they got 5 more people to opt in.
Any ideas as to how to solve this obstacle OR increase opt-in numbers?

Unfortunately, you are not able to send a Forward to a Friend promotion where you reward your contacts to forward the email and get new subscribers.
It's actually against the Can-Spam Act.
