Ability to have an exclude list to cross reference with existing list

Occasionally, I would like to send reminder emails out about a program that requires an action to be taken (purchasing tickets, for example). If an email recipient has already taken that action, I'd like a way to exclude them from the list without having to manually remove them. I think this may be somewhat like the tagging concept you've provided, but in reverse.
