Explain the autoresponder please?

Can anyone make sense of the fact that you can have 20 autoresponders coded but only use 10?  I mean how do you take any offline to bring the others online without interupting the sequence. 

I have a new client that will rely heavily on this and I can't seem to figure out what the heck this 20/10 thing is supposed to accomplish.  In essence there are only 10.  Is anyone else "getting this"?
