The Constant Contact signup form does not have a captcha. However you could host your own signup page, use the API to update the Constant Contact database, add the captcha to that. You could include you your welcome message a note about the improper sign ups, apologize for it, and ask the person to reply or unsubscribe to be removed from the list.

We have not seen this problem. Do you have the "Require site visitors to re-enter their email address at signup" option enabled on your sign-up page. If not, see if that cures your problem.
