Thank you for the feedback Bill! I'll pass it along to the right groups. You're right, currently there isn't a way to move a block above the header, so the only way to accomplish this currently would be to choose a header layout with text at the top and use that for your tagline (you might currently be using this area for different information so it would involve designing it differently):
