I am going to send a re-engagement email so I can start segmenting our subscribers. I am creating 2 landing pages for the current list to subscriber, so we can segment the subscribers into 2 separate list. Is this the best route?

This sounds like a great idea to get re-engage contacts who might've been falling back on engagement, is probably the best way to ensure your contacts are being sorted properly and securely for re-engagement.
