Adding an image to a text block

I cannot seem to add an image to the second text block of my email.  I was successful in the first text block but now I cannot make it happen.  The image goes into a new block and I cannot combine the two of them.

If this is happening with only one particular text block, I'd advise adding a separate new one. Then you can drag over your image for the text wrapping, copy over the text from the bad block, and delete the bad block.
