Campaign not sent to everyone on my list?

I made a campaign, sent it to 57,566 people on my list. When I opened the reporting its showing that it only sent to 5,271 people. Its been 24 hours since I sent this email and this is the result. That's 52,295 people short. Is this a normal thing for CC? They just randomly pick 8.5% of your requested contacts and send it? Or do we have an issue here? I am certain I selected all 57k people. Kind of frustrated here.

Thank you for reaching out to the Community! I apologize that your entire email list was not sent too yet. This is a normal process that Constant Contact does when you send out your first email to a big list of contacts. It is called email staging. The point it to make sure your email has a good delivery rate and doesn't receive too many spam complaints. If the first batch receives to many spam complaints we will stop sending out to the rest of your list to prevent your email delivery rate getting a bad reputation. The process can sometimes take over 24 hours but if you have additional questions or to see the status of your staging please give our Account Review department a call. Thanks!

What is considered average? I have 4 spam reports out of 5,200 emails. 27 unsubscribes.

We have a 1 spam complaint per 1,000 contacts delivered successfully rate. To get more information about how your email is doing you will want to contact the Account Review department. They will be able to give you information based on your industry how you are doing so far. Thanks!
