Can drag an image and drop it where I need it to be, but it always moves to the top of the email.

I uploaded an image into Constant Contact. When I try to drag and drop in the place I need it to be in the email, it goes up to the top of the email body. It will not allow me to move it,

Do you see the pink line where you want to drop the image placeholder block / image, before letting go of your mouse? Are you able to use the directional side tab (looks like four directional arrows, above the gear side tab) of the image after it's dropped in the wrong place to move it down where you want it?
