We don't have them having access to billing inform and tariffs etc. that are available to the Account Manager level, but we need them to be able to send out emails.
What setting do we need to change to allow this for them?

At this time, permissions for account user roles cannot be changed. The creator would either need to be upgraded to a manager, or managers and the owner will have to continue performing the scheduling functions.
