Are you getting an actual error when trying to connect with chat? If so, I'd recommend performing some basic connectivity troubleshooting (cache clearing, incognito/private mode, disabling extensions and restarting browser, etc.) If the issue is simply that it's waiting to connect with an agent, that simply means our current chat reps are busy with other customers, and you're in the queue for assistance.
If you're needing something that requires live troubleshooting, or requires us to confirm security permissions live to assist with, then I'd recommend calling general support and waiting for an available agent. If you're unable to wait in the queue, then we can set up a callback case if you email us at social_support(at)constantcontact(dot)com, as noted in our Welcome to the Community Help Board stickied post.
