Many people use Constant Contact within our organization, so we have accumulated many campaigns and our library is half full. I am working to delete a lot of content, but will that definitely make Constant Conatct run faster? Or is that just how it is?

I do apologize that you are experiencing that! Typically, slowness has to do more with connection issues than it does with media hosted inside of your account. Was this just happening today, or has it happened frequently before?
If it was just happening today, there was a service outage for customers using a certain ISP who were located in a certain location. It should be resolved now, so I recommend logging in and seeing if you are still experiencing the issue.
If it is a frequent issue, I recommend some basic connectivity troubleshooting. Please keep in mind that when I say connectivity issues, I'm not necessarily referring to just your internet speed. There are a number of elements that can affect website connectivity and accessibility on an individual basis.
