Contact Issue

One of our users had his email listed but no name, he had another account with his name on it. I deleted the account with no name associated with it but would like to add that email that was deleted to their contact that has a name with it. When I try to do so it says that the email is still being used. Is there a way to solve this?

I'd suggest re-adding the email address (can be done simply by adding it as a single contact), then updating that one to have the contact's name. Then you'll want to delete the grandfathered contact that has no email address, since email addresses are what denote unique, send-able contacts.
