You can turn on the option for registrants to be added as contacts in the Basics of your event setup.
As it stands, if you leave this option turned off, any registrants that aren't already contacts will be added with No Permission Set. This means you can only email these people directly through the event they're registered for, and they won't count as active, billable contacts you can otherwise email outside of the event.
You can also technically export your registrants' email addresses as part of an event report, and then import as a contact list. Keep in mind the reason we have the "Allow registrants to join" option in events' basics is to unambiguously confirm that explicit permission to email them for reasons beyond the event. Make sure to keep our email permissions policies in mind.
