When you schedule an email, you're selecting which list(s) you want to send to. If you want to send your email to every contact that's subscribed to you, you should generally just be able to select every list you have. Otherwise, it's advised you have a "master" list of every subscribed contact for sending to.
Any contacts that are in lists will need to be actively subscribed to you. Unsubscribed and other permissions besides Subscribed are considered inactive, and thus cannot be placed into any lists.
