How do you link a Campaign Topic to specific word(s) in Summary at top of email

I have the headings throughout my email of the different topics at the beginning of the email, but I'd like to link them so you can click and scroll automatically to that section. How do you do this? I use to have the ability in an older version but I'm having no luck finding out how to do it in the current version.
