Inline form not functioning

I have added an inline form to my website built with elementor.  The inline code for the form is in a popup, the universal code is in a html element within the footer.  The form does not always display in the popup (it usually works with a hard refresh ctrl+refresh) when it does display i can fill it out, but it the form does not recieve the contact as all of my tests have never added to the list.

It's generally inadvisable putting inline code into your website in a way that it would show up like a pop-up form. If you want a pop-up form, you can simply create one and plug the universal code into your website (assuming your website allows the coding to begin with). If you want an inline form, you'll need to plug its code into a specific page or pages.

On my website, I am not trying to create a pop-up, but I still have the issue where the form only appears after a hard refresh. If I put the inline code in my site-wide HTML, rather than a specific page, it shows up without a hard refresh, but it is then displayed on every page, when I only want it on one page.

I'd advise reaching out to your website host to see if they can offer any insight on the pop-up form not initially showing.
