Lack of access

We just tried to do a resend to one of our contacts - email only - no name - and it says we have lack of access. What does this mean?

What is the name of the email campaign you were trying to resend? Were you using the Resend or Quick Send process? Are you having the same experience in multiple browsers? Can you provide a screenshot of the error?
