Some premade CC templates show elements that don't seem to be buildable with the standard editor. Specifically, they show content boxes and text layered over photo backgrounds. One example is attached below.
Can this effect be created with the layout builder? Or do I need to code these effects myself?

Designs like these are generally uniquely coded, so they can't really be replicated by customers or most support staff, short of ordering a higher level custom design. If you have HTML experience, you can utilize the custom code editor, which allows for greater control and customization with your emails, including inner backgrounds, button functionality, etc.
