I am trying to send an email campaign to a list of 21,000+ contacts. But when I go to build the campaign, those lists have only 8000 or so recipients available. Has anyone encountered this? And how can I get the full list back again?

Hi - I am having a problem with two of my lists of contacts. When I go to build a campaign around them, 21,000+ contacts, becomes less than 9,000.
When I look under "contacts", one list has19,257 contacts. But when I go to make a campaign with that list, only 6,713 are there. Am I doing something wrong?
Thank you for reaching out about your contacts! Though our Twitter Support was able to assist with this, I wanted to make sure our response was shared here in the Community as well. Though a closer look at your email lists, we can see this change in list size is due to your contacts email status. Many contacts under the lists you have selected are set as awaiting confirmation. Contacts who are set to awaiting confirmation will not receive emails until they have given express permission. In fact this email status may be connected to your recent List Review. I would recommend contacting our List Review department directly for assistance with any further questions you may have.
