I reached out to our higher level technical team, and they're not able to recreate the issue. They're going to do some more investigating to see if they can find anything. They'll reach out within the next four business days, after they've had time to check it out.
In the meantime, if you're okay with anonymous results, you can try using the survey's share link, and see if that's able to get your survey out to be taken multiple times on the same device.
