Outlook-specific VML for 96 dpi scaling filtered out of CC HTML - please help

A common snippet used to correct Outlook 120dpi image scaling is removed by Constant Contact when posting custom code.  This means layouts are likely to break in 120 dpi versions of Outlook prior to 2019.  This code works on all other hosting services (e.g. SFMC, Eloqua...) but lack of CC support is frustrating.  Please let me know how to modify this code so it works:

This code is accompanied by the following addition in the <html> declaration:

xmlns:v="urn:schemas-microsoft-com:vml" xmlns:o="urn:schemas-microsoft-com:office:office"

As not everyone yet uses the 2019 version of Outlook, we need the above patch to work in our CC custom code for broader Outlook support.  Please advise.
