Outlook will typically hide images in emails not from the recipient's trusted sender list, until they explicitly allow the images to download. Have you confirmed if Outlook isn't providing any options to show, download, or otherwise allow images?
It may also be worth having the affected contacts check that you're safelisted in their email client, and that our domains are safelisted in their security systems.
This is not necessarily what is happening.
It isn't just that some government agencies aren't getting the emails, it is also some of them are getting the emails and are showing up without photos
It also isn't because they are unaware of our organization. We have been working with public lands on both sides of the border for many years sharing emails. It is only the CONSTANT CONTACT emails that FAIL
