We were on a suspend account costing $3.50 a month for the minimal use we have. I brought payments up to date and got bumped up to a higher cost plan

Based on the Billing case notes from yesterday, it appears the account was unsuspended by customer request. If this isn't what you wanted, I'd recommend reaching out to Billing as soon as you're able to figure out what happened. We can submit a callback ticket for you, but it could take a bit longer than the standard 1-2 business days for a response, depending on their queue.
