SMS Awaiting Confirmation - People did not receive confirmation text message

How come I can get automatically signed up for SMS but other accounts without signing up an just given an option to opt where here I have to wait to for someone to opt in. There is not a way to force the opt in and let them decide if they want to stay or not?

Are you getting automatically signed up for SMS in our system or a different provider? Our SMs provider requires that contacts being added - whether they sign up via a sign up form and explicitly select the opt-in, or if they're manually imported - have a consent date associated. This is to comply with various federal and state laws regarding text messaging and anti-spam.
