It appears your account was deactivated due to Billing reasons, which is why you'd need to re-activate the account in order to manage them and reduce them.
If you're unable to pay what's needed to re-open the account, I'd recommend reaching out to our Billing team directly for further assistance. Otherwise we can also submit a ticket to them for you. This ticket would have a 1-2 business day turnaround, depending on the size of their case and call queues. If you'd prefer this method just let us know.
