In the last 6 months I've repeatedly had trouble with creating segments: I'll upload a list of contacts, then create a segment for them, only to receive a "no contacts match the criteria" message - even when I'm looking at a contact in a different tab that clearly matches the criteria (Adoption Month Adoption Year). I'm not sure why this keeps happening! It's very frustrating and there doesn't seem to be any explanation or way around the issue.

I certainly apologize that you are running into that! I took a look at your segments, and I am seeing contacts in all of them. We are unable to discuss specific contact details on the Community, so I would probably advise giving our support team a call so that they are able to troubleshoot this with you on a live, 1:1 basis.
