Facebook blocked my personal page and I had to create a new one. My old business page is still up but I cannot link it to social media marketing. How can I get admin. privileges' for that business page again. ?

You'd need to reach out to Facebook's support, since they'd be the ones who'd be able to help you get your new personal account connected.
