Setting Up the Account to allow limited access to other users

I'm the main admin for our constant contact account and the company is growing to allow outside agents. With that, we want to manage their marketing needs to ensure the brand standards are consistent. Is there a way to allow a third party person access to send an email without allowing them the ability to download or manipulate the lists?

That's a great question and you can absolutely set limitations to users on your account. You can set every user a different User Role based on the permissions you would like them to have. If you need assistance with this, please feel free to reach out.
