I recommend uploading your file of registrants into a list in your Constant Contact account and title it something like Event Name - Registrants.
On the last step of the import process you can add a tag. Call the tag something similar ex: Event Name - Registrants.
When you are ready to send your campaign: Filter a List by Tags While Scheduling an Email
- Select the list(s) you want to send to
- Click Narrow by Tag
- Select the option to Don't send to contacts who are also tagged with
- Select your registrants tag
- Apply filter
- Send
