I would like to insert a table into a survey with the ability for the respondent to add information in one of the columns. Is that possible?

No that isn't possible. Tables in surveys is meant to present info in a way that would make sense with a table-like setup, such as presenting time options for meetings, a calendar, or something else to that effect. If you're wanting to collect info that a contact might put into a table, I'd advise using one of the Open Answer question types.
