Survey Layouts options do not change to survey layouts

I can do the first question but cannot add additional questions as the left Layouts options never change to the survey layouts.  How do I get my Layouts options to change so I can add additional questions?

Hello @SamuelM189 ,

 

Click on the section with questions, then drag over an applicable question type, or click the gray Add Question button that will appear above it.
