Suspended Contact list

Hi, I sent an email to a list with over 10,000 contacts and over 2000 came back suspended. We waited 48 hours and sent the same email again to the same list but they still came back suspended. Would you be able to tell me why the emails were still suspended even after we waited and sent the same email again?
