Please delete as user and billing. I tried and the site would not delete her. I am the person who creates, adds, deletes all constant email.

If their email address is being used for any of the account's emails, such as the main contact email or billing email, you'll need to replace those with a different verified address. Once their email is no longer being used for an account email, you'll be able to delete it. Users can be deactivated / deleted by the account owner at any time.
