Dear Support Team,
If we add a new contact via importing a list (because they already gave us permission to email them via other means), and at a later date they subscribe using our website sign-up form, will they still get the welcome email?
I am thinking this could be a similar scenario to a contact already existing in our Constant Contact DB, and then they "join-by-text", the welcome email is not sent.
It would be great if you could clarify.

Hello! If a welcome email is set to go out to a specific list, a contact that was already in your database will still receive the welcome email upon signing up for that list so long as it's the first time they're joining that particular list. I hope that clears things up!
