I'd recommend zooming out (CTRL - on PC , CMD - on Mac) or resetting your browser's zoom state to 100% (CTRL 0 , CMD 0).

Otherwise, if the text block you're editing is exceedingly large, then you may want to consider breaking it up between paragraphs, or sections of text for the sake of readability, editor bandwidth / rendering, and so the menu can properly sticky itself to the top or bottom of screen view.
