# in Email List Doesn't Match What Was Sent in Campaign

I sent out a campaign tonight. There were 1839 Contacts on the list and all have email addresses. We've been cleaning up our data, so this was verified. After the campaign emails were sent, the CC metrics said only 1615 went out. Any idea what happened to the people excluded?  Thanks

Online chat with CC rep resolved the issue. No Permission Set was the culprit
