resend campaign to manually entered email address

I used to be able to send off a campaign to one (or a few) email addresses at a time entered manually.  These email addresses were either brand new contacts, or in many cases not an official contact until I sent them the campaign.  and were not part of any list.  Seems now that option isn't available and the only way to send a new non-contact a campaign is to add them to the main contact list, then put that email address on a list (or make a new list w/just it).   Please let me know if there's still a way for manual entry/campaign send.

You can send a test version of the email to addresses that may not be official contacts, just as you were able to before, but otherwise they'd need to be contacts in order for us to send directly to for Compliance reasons. For newly added contacts, you can perform a Quicksend on an individual basis, or a Resend To to target all newly added contacts in those previously sent-to lists.
