The issue you are having when registering new contacts is a known system issue we are currently working on.
There is a workaround for this particular issue, if the contacts do not exist within your contact list, please go into your event and turn on the signup option.
If you do not know where this is located, click the following: Edit Event -> Event Basics -> Click Edit and make sure Allow registrants to join my contact list is enabled.
If the contact you are registering is already part of the list, during the registration process you need to make sure the first and last name exactly matches the record.
