The only way to reach templates is by Creating a new Campaign. Sometimes all we want is to edit a template. Adding a Template section or an item under Library in the global nav menu would make it easier to navigate to it.
Are you looking for email templates under the Library tab of your account? If so, what are some cases where you would want to create a template through that tab instead of the Campaigns tab? You also mentioned wanting to edit a template. Does copying and updating a previously sent email campaign help fit your needs?
Scenario/case: I work in a company with many brands, and use CTCT to engage customers with user research, not marketing. Each brand needs its own template, with a respective branding layout, and consistency delivers credibility.
The case of reaching the templates without using a campaign would be for maintenance, changes, or setting up a new template. That's an important feature after all, and users must be able to find it from the navigation. As a product designer, information architecture is something I know, and my best guess (actually where I looked for templates) is under Library.
So, aside from where to find the templates in the navigation components, it'd be helpful to have my own templates apart from the standard ones, which I do not use and are too many. So, having an upper section with my own templates, or, at least, the recently used ones, would be a solution.
Still in this case of working with many brands, it's time-consuming to customize everything, every time in a standard template. So, something the templates miss is to save a specific sender's and reply-to email address, social media URLs, and everything in it. Once set up, it should save it for good: it's a template!

The good news is having the option to save email templates as master templates is a feature request that has been taken under consideration for a future release. As for saving templates under your library, while can't guarantee a commitment to deliver on the idea we would be happy to continue to collecting both requests along with use case examples.
