Adding Library Items to Folders

In sorting many files in my library into folders, every time I select some for addition to a folder, when I scroll to the top to click "Add to Folder." when done it takes back to the beginning of the library. Then I have to click through SEE MORE until I reach the place in the list where I left off. I should be redesigned so that the action line at the top remains visible anywhere in the list, like "freeze frame" in excel.
