1-Fix Address Edit 2-allow partial address to be required

1 - When address is required and a contact enters a country other than US or Canada, the State is required and stops the person from using the update screen without selecting a state. I think the edit should allow no state if Country other than US or Canada OR Add a selection to the state drop down list that can be selected when Country other than USA or Canada is selected (this would work & be easy to do but I think it is a tacky solution). 2 - Please allow individual fields within address to be required without requiring all address fields. For example, allow to require Country and State only.
