Cannot set permission in bulk

I am spending unnecessary time changing a list to set permission from none to express ONE AT A TIME. Either that, or I will try Mail Chimp - yep, I think that seems easier.

Request: I want to be able to update permission status in bulk. Issue: Several contacts uploaded do not have the correct permissions to be able to receive email. No report notifying administrator that action needed to be done in order for them to receive my communications.
