A suspended bounce indicates the email address has bounced before as non-existent. When an address bounces for the first time it is quarentined for 15 days. After the hold is over the address will be emailed again but if it bounces as non-existent it will be blocked and show as suspended. We've got a lot more detail on this here if you would like to take a look! If you wanted to investigate this further you could give a call to our delivery team.
