Use VML to create Outlook friendly background images in <table> and <td> tags

Issue: MS Outlook does not display background images in <table> or <td> tags. This means that text in a graphic is not able to be viewed by our readers unless an option is selected to download images. It also means that to use images, the text must be on the graphic itself.
Using the custom code advanced editor, use VML code similar to the following:
<td background="" bgcolor="#7bceeb" width="640" height="130" valign="top">
  <!--[if gte mso 9]>
  <v:rect xmlns:v="urn:schemas-microsoft-com:vml" fill="true" stroke="false" style="width:640px;height:130px;">
    <v:fill type="tile" src="" color="#7bceeb" />
    <v:textbox inset="0,0,0,0">
This text appears on top of the image, even in MS Outlook.

Suggestion to Constant Contact: It would be great if this code were able to be used in the template editor or even have a tool button  created that automatically inserts this code (WYSIWYG).
