This thread was active a few years ago, and CC was "reviewing" it. Then the thread was closed. So...I have an event that will stop after 40 registrants. Is there any way to create a wait list of the 41st and beyond attempted registration?

As it stands right now this is still a feature request. I absolutely understand the importance of having the ability to create a wait list for your event registration. In the meantime, one thing that I would suggest doing is keeping track of folks who want to register after the limit has been met outside of Constant Contact. You could add something to the event invitation email that says something along the lines of:
"Registration closed? Please feel free to send us an email to be added to the wait list."
