Currently, it seems that your policies are in violation of CAN SPAM act because when you lock up people's accounts they lose access to unsubscribes. They are therefore unable to remove those people from their lists causing violations as a direct result of your policies.
It would be wise to review the legality of holding data hostage in this manner as the customer's data belongs to the customer, not you.
We see that you were able to speak with our Compliance team regarding your unsubscribed contacts and they were able to provide you with those contacts.
