I see lots of "help info" on connecting WordPress to Constant Contact. I've done the opposite. I started with CC, added the Site Builder, then purchased a URL through CC. I really just need a website with a good blog feature. I am starting to look at wordpress.org again and would like to keep what I have in place with CC. I am on a very tight budget!!
This is what I want to do: Review and find "free" website with WP, connect my URL (purchased through CC) with them and then use the wonderful features for email that CC does. Any suggestions?

Of course! So Website Builder and WordPress are two separate companies - if you needed help setting up a WordPress site, I would advise reaching out to them. Their contact page is https://wordpress.com/support/contact/. They should also be able to tell you whether or not you can transfer your purchased domain over as well.
However, if you were wanting assistance setting up a website through Website Builder, that is a different team. They can be reached at 866-816-5602.
Constant Contact has integrations with both companies, so whichever you choose to go with, we should be able to integrate once you have that all set up.
